Biography:

Hossein-Ali Nayeri graduated from seminary and started his career in the Islamic Republic’s judiciary after the 1979 Revolution.

Human Rights Violations (in chronological order):

  • A member of the Death Committee, responsible for the mass execution of political prisoners in 1988

 

As a religious judge in 1988, Hossein-Ali Nayeri was part of a notoriously brutal committee, known as “the Death Committee.” This group decided which prisoners would live and die and based their judgements on only a few questions, asked of the prisoners about their political or religious beliefs.

In August and September 1988, thousands of political prisoners were executed under Ayatollah Khomeini’s fatwa (religious order), pursuant to the intelligence and judiciary authorities’ decisions. At the time of the mass executions, the victims had already served, or were currently serving, their prison sentences.

In his memoirs, Ayatollah Montazeri, a critical marja’ taghlid (source of emulation) and Khomeini’s designated successor, mentions the key role Hossein-Ali Nayeri played in the massacre of 1988.

The publication of an audio recording from Ayatollah Montazeri’s meeting with the Death Committee on 15 August 1988, shed light on the roles of Hossein-Ali Nayeri, Mostafa Pourmohammadi (the Intelligence Ministry’s Representative), Ebrahim Raisi (Deputy Prosecutor) and Morteza Eshraqi (Prosecutor) in the mass killings.

 

  • Violation of  the economic rights of a Baha’i citizen, on the ground of her faith

In a proposal by Mehdi Karoubi and Hassan Sanei, and approved by Ayatollah Khomeini, Hossein-Ali Nayeri was appointed to deal with “Plunderers of the Public Treasury,” in April 1989. Then, Hossein-Ali Nayeri began serving as a trustee for the Execution of Imam Khomeini’s Order (EIKO) under the leadership of Seyed Ali Khamenei to 2000. Therefore, he played an important role in confiscating the property of a Baha’i citizen, on the ground of her faith.

According to the sentence issued by Branch Three of the Islamic Revolutionary Court and approved by Hossein-Ali Nayeri, all the property of Ms. Shoaeieh Miraftab, a Baha’i citizen, was confiscated by the EIKO. A part of the letter concerning Miraftab’s case, sent to the Secretariat of the Judiciary reads:

 

“Ms. Shoaeieh Miraftab was tried in Branch Three of the Islamic Revolutionary Court of Tehran on 23 May 1990, on charge of adherence to the deviated sect of Bahaism, involvement in activities for illegal Baha’i organisations, and disobedience against the Islamic Republic. According to verdict No. 21025, she was sentenced to confiscation of all her property, whether in her name or directed to others. In execution of Imam Khomeini’s order, dated 26 May 1989, the sentence was approved by Mr. Nayeri, and all the property of the above-mentioned was placed in the possession of the Supreme Leader’s representatives.”
